Red Line $1.5 billion behind on upgrades & over capacity

A Boston Globe report on the sorry state of the Red Line: over-crowded, late and $1.5 billion behind on critical upgrades to improve service and capacity. And yet much of the new development around Kendall Sq and Alewife depends a public transit that works well enough to reduce driving.
